Diet, diet, diet. Both my oldest girls were severely speech delayed when our pediatrician recommended some dietary changes. Both were talking within a week. Youngest had never had gluten, but had goat yogurt and cheese in rotation and was apraxic. When she had a severe allergic reaction to cheese, we removed all dairy and she was exited out of speech therapy within a few months. There is a lot more that has helped them, but diet has been the total foundation for anything else to work.

Researching all you can to understand apraxia is one of the best ways to help your boys.
I would continue to try to get services through the school district or send them to the church preschool, but only if they do speech therapy there. Have you checked into if there are free or reduced cost services in your area through Scottich Rite or a Shriner's Hospital. Another thought if your insurance won't pay would be to ask local therapist if you could go on a cash plan for a discounted price and then pay them directly each time. (Not everyone is open to this, but you may find someone).
Many parents have seen huge gains in speech after starting fish oil supplements, that is something you should look in to.
Since it doesn't sound like you are getting much help from professionals in your area, I would encourage you to do everything you can at home to help your boys.
